Nesco Resource is working with a growing client looking for an IT Director:

ESSENTIAL FUNCTIONS:

  • Plans, organizes, and directs the information technology planning, policy development, application services, data services, infrastructure, and customer service for agency characterized by diverse business processes and operating environments.
  • Develops, recommends, implements, evaluates, and updates short and long-term information technology strategic planning efforts consistent with the agency's mission and overall goals and objectives.
  • Serves as the chief information technology advisor to the agency executive staff by developing and recommending policies consistent with enterprise information technology policies and business needs.
  • Evaluates the information technology needs of agency organizational units and external clients and identifies technological developments to meet those needs.
  • Manages a portfolio of agency-specific information technology projects and initiatives.
  • Develops and recommends policies and procedures relative to agency-specific information technology needs.
  • Directs the design and administration of the agency's voice and data networks in conjunction with enterprise and stakeholder standards.
  • Coordinates and directs the acquisition of technical hardware, software and supplies to enhance the performance of the agency's information technology program in conjunction with enterprise and stakeholder standards. Conducts ongoing contracts management.
  • Develops the annual information technology capital and operating budgets including proposed hardware, software, and service acquisitions.
  • Manages complex procurement assignments that may include hardware, software, training, and services affecting multiple program areas or locations.
  • Serves on request for proposal and request for quote committees.
  • Develops IT contract specifications and oversees the work of contractors in accordance with specifications.
  • Develops the IT strategic plan through coordination with agency managers to align IT systems with the agency's mission. Provides input into and participates in organization-wide strategic planning.
  • Develops and administers the IT component of the agency's continuity of government and disaster recovery plans, plans and organizes IT continuity of government tests, and coordinates IT asset recovery and replacement.
  • Develops, reviews, and modifies the IT asset management plan.
  • Directs IT projects that require making technical architecture determinations and implementing technical solutions requiring the integration of IT functions, as well as agency wide network and information security projects that require making security architecture decisions.
  • Serves as the liaison with service providers, business partners, stakeholders, and other agencies, for IT-related items.
  • Develops policies and standards for, and implements, controls, and monitors agency wide network security mechanisms.
  • Develops standards and procedures guiding access and use of network resources.
  • Develops network designs for the implementation and support of multiple platform agency wide or multi-agency applications, which includes network capacity planning.
  • Directs and consults with vendors, consultants, or contractors providing specific services or functions for establishing and maintaining networks and information security programs and policies.
  • Analyzes business processes, procedures, and problems to develop database and data solutions to meet business needs.
  • Oversees compliance reviews by applying legislative and regulatory requirements and technical standards to detect areas of non-compliance and vulnerabilities.
  • Coordinates with internal and external parties to conduct policy compliance reviews and to monitor and report on the effectiveness and efficiency of information security controls with information security policies.
  • Identifies critical information assets within the organization that may require additional risk mitigation and develops risk mitigation plans.
  • Leads follow-up actions after a security incident to assess its cause, enhance security measures, and prevent recurrence of similar incidents.
  • Develops policies, procedures, and guidelines regarding physical and data security safeguards for the protection of computer assets, confidentiality, and integrity of information.
  • Promotes awareness of security issues among management, employees, and other entities and ensures sound security principles are reflected in the organization's vision and goals.
  • Performs the full range of supervisory duties.
  • Participates in the performance of their subordinates' work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
  • Knowledge of the principles, practices, and procedures associated with systems development life cycles.
  • Knowledge of techniques associated with network design and administration.
  • Knowledge of database design and management and data administration.
  • Knowledge of current developments in the field of information technology.
  • Knowledge of management principles, practices, and techniques.
  • Knowledge of hardware, software, and services acquisition and contract management processes and procedures.
  • Knowledge of project management methodologies.
  • Knowledge of the principles and practices of supervision.
  • Ability to analyze information technology operations and develop and recommend information technology policies and standards.
  • Ability to establish effective working relationships.
  • Ability to communicate effectively orally.
  • Ability to communicate effectively in writing.


MINIMUM EXPERIENCE AND TRAINING:
Five years of professional experience managing information technology functions for an organization, and a bachelor's degree;
Or An equivalent combination of experience and training.
