Architect / Azure Data Warehouse Developer – Public Health Data Modernization

Are you ready to put your Azure data engineering expertise to work on projects that truly matter? This role offers the opportunity to design and build a modern, cloud-based Enterprise Data Warehouse (EDW) that powers critical public health programs across Pennsylvania.

As part of the Data Modernization Initiative, you'll help ensure that public health policies and interventions are driven by timely, accurate, and meaningful data. You'll support both existing reporting needs and the construction of a next-generation Azure data platform leveraging Databricks, Delta Lake, Synapse, and advanced ELT/ETL pipelines to centralize and optimize statewide health data.


What You'll Do

This is a senior, hands-on technical role where your skills will directly support public health surveillance, outbreak prevention, and research initiatives. You will:

  • Architect & Modernize – Design and implement data lake and warehouse solutions in Azure, supporting high-volume data processing and advanced analytics.

  • Build Robust Data Pipelines – Develop and optimize ELT/ETL processes using Azure Data Factory, Databricks, Synapse, SSIS, and Apache Spark.

  • Enable Analytics & BI – Ensure the EDW supports advanced reporting, dashboards, and statistical analysis for projects like COVID-19 response, PA NEDSS NextGen, LIMS Replacement, and the Reporting Hub.

  • Implement CI/CD – Act as a Release Manager for Azure DevOps, building scalable CI/CD pipelines, automating deployments, and troubleshooting pipeline issues (including Monorepo pipelines).

  • Ensure Quality & Security – Apply best practices for data profiling, cleansing, governance, and compliance with federal and state standards.

  • Collaborate & Mentor – Partner with analysts, developers, DBAs, and stakeholders; lead knowledge transfer sessions and support sustainable system maintenance.

  • Document & Present – Maintain diagrams, manuals, test cases, and deliver presentations for technical and non-technical stakeholders.

What You'll Bring

  • 5 years of hands-on experience with Azure data platforms.

  • Expertise in Azure Databricks, Delta Lake, Synapse, Data Factory, Apache Spark, and Python.

  • Advanced skills in SQL Server, T-SQL, scripting, queries, and database optimization.

  • Proven experience designing ETL/ELT pipelines (SSIS, ADF, and related tools).

  • Experience with data warehousing concepts (facts, dimensions, star schema, relational & dimensional modeling).

  • Strong knowledge of data mining, cleansing, and quality analysis.

  • Experience in CI/CD pipeline design and management with Azure DevOps.

  • Ability to balance multiple projects, document thoroughly, and communicate complex concepts to diverse audiences.

  • Bachelor's degree in Computer Science (advanced study preferred).


Preferred Experience

  • Experience working with public health or healthcare datasets.

  • Familiarity with regulated environments and health data compliance requirements.
