Senior Power BI Developer / Data Architect – Public Health Data Modernization

The Department of Health (DOH) is undertaking a Data Modernization Initiative with the mission to provide timely, reliable, and meaningful data to guide decisions that impact communities across Pennsylvania. As a Power BI Developer / Data Architect, you'll be at the center of this transformation—designing, developing, and delivering dashboards, reports, and data models that empower health leaders to act on trusted insights.
What You'll Do
This is a senior-level role where your work will influence decision-making at the highest levels of public health. You will:

Design & Deliver BI Solutions – Develop interactive dashboards, reports, and data models in Power BI and DAX to meet critical reporting needs.

Modernize Data Infrastructure – Support the EDW migration to Azure (Databricks, Delta Lake, Synapse) and help establish standards and frameworks for data quality and reporting.

Support Key Initiatives – Provide analytics for projects like COVID-19 response, Data Modernization Initiative, PA LIMS Replacement, PA NEDSS NextGen, Reporting Hub, and more.

Collaborate Across Teams – Work with analysts, developers, DBAs, and public health stakeholders to capture requirements, validate business use cases, and deliver accurate data products.

Ensure Quality & Compliance – Define report specifications, test BI solutions, and ensure all deliverables align with federal and state data standards.

Visualize Complex Processes – Translate data into clear insights by creating workflows, reports, and graphical representations of business processes.

What You'll Bring

5 years of experience in BI development, data visualization, or data architecture.

Advanced expertise with Microsoft Power BI (including DAX) for building, publishing, and maintaining dashboards and reports.

Strong background in SQL Server, T-SQL, queries, and stored procedures.

Knowledge of relational databases, star schema, facts/dimensions, and data warehousing.

Experience with data profiling, cleansing, mining, and analysis methodologies.

Familiarity with Azure DevOps, Agile/Scrum, and reporting tools like SSRS.

Ability to present complex technical data clearly to both technical and non-technical stakeholders.

Excellent organizational skills and ability to manage multiple projects with minimal supervision.

Bachelor's degree in Computer Science or related field (advanced study preferred).
Preferred Experience

Experience with public health or healthcare datasets.

Exposure to SAS statistical software and advanced Excel analytics.
