Do you want to use your development skills to modernize healthcare data systems and directly impact public health? This role offers the chance to design and build enterprise-level applications in Microsoft Azure that support critical programs like COVID-19 response, Data Modernization Initiative, and next-generation health data platforms.

We're seeking a Microsoft Applications Developer (Architect-level) who thrives at the intersection of .NET, Power Platform, and Azure data technologies. You'll collaborate with public health experts, analysts, and developers to transform how the Department of Health (DOH) and DDAP collect, analyze, and report on statewide health data.

What You'll Do

This is a high-impact, hands-on developer role where your work directly supports public health initiatives across Pennsylvania. You will:

  • Modernize Data Systems – Help design and implement the new Azure-based EDW using Databricks, Delta Lake, and Synapse.

  • Develop Cutting-Edge Applications – Build and maintain custom Power Apps (Canvas & Model-Driven), Power Automate workflows, and .NET solutions that streamline operations and support DOH initiatives.

  • Partner with Stakeholders – Work with health professionals, analysts, and technical teams to capture requirements, deliver solutions, and ensure quality outcomes.

  • Ensure Quality & Performance – Translate requirements into optimized designs, develop and test applications, and resolve issues quickly to keep critical systems running.

  • Deliver for Public Health Projects – Contribute to initiatives like PA LIMS Replacement, Verato/UMPI, Reporting Hub, and future onboarding of DOH systems.

What You'll Bring

  • 5 years of development experience with .NET, Power Platform, and SQL Server.

  • Advanced Power Apps expertise (Canvas Apps, Model-Driven Apps, workflows, integrations).

  • Experience with Power Automate, Dataverse, Dynamics 365, and Microsoft 365 ecosystems.

  • Strong .NET/C#/ASP.NET development and front-end skills (HTML, CSS, JavaScript).

  • Proficiency in Azure DevOps, Git, Agile/Scrum methods.

  • Familiarity with Azure Databricks, Delta Lake, Synapse (big plus!).

  • Solid understanding of data warehousing (star schema, facts/dimensions), OOP principles, and security best practices.

  • Ability to balance multiple projects, document clearly, and present technical concepts to diverse audiences.

Preferred Experience

  • Background in public health or healthcare data systems.

  • Experience supporting large-scale, regulated data projects.
