Primary Purpose
Manage regional staffing activities and partner with operational leadership to implement timely, cost-effective talent acquisition strategies aligned with business objectives.
Key Responsibilities

Source talent through networking, referrals, internet mining, and competitor research.

Build and maintain candidate pipelines and talent databases.

Leverage current and emerging staffing technologies.

Manage the regional recruiting budget, advertising spend, and third-party recruiter contracts.

Develop a preferred vendor list and negotiate favorable rates with agencies.

Screen, interview, and assess candidates; maintain records in Taleo Talent Management System.

Track hiring metrics, analyze turnover, and consult with leadership on retention strategies.

Train hiring managers and HR team members on Taleo system use and behavioral interviewing.

Support Colleague Resources Managers with candidate assessment tools and training.

Provide staffing guidance and mentorship to Colleague Resources Generalists.

Ensure compliance with organizational quality programs and employment laws.

Perform additional duties as assigned.
Qualifications
Education & Certification:
-
Bachelor's degree preferred.
-
PHR/SPHR certification preferred.
Experience:
-
Minimum 4 years of recruiting experience, including 3 years in high-volume or hard-to-fill roles.

Insurance industry experience preferred.

Experience with Taleo or Virtual Edge ATS preferred.

Strong knowledge of employment laws and recruiting best practices.

Proficiency in Microsoft Office and e-recruiting platforms.
