Position Overview

We are seeking an experienced Government Subcontracts / Procurement Specialist to support procurement activities for development, production, and global sustainment programs. This position will be responsible for developing and administering subcontracts for specialized materials, equipment, and services across multiple contract types.

The ideal candidate will have strong experience in government procurement, subcontracting, FAR/DFARS, supplier negotiations, RFQ/RFP processes, proposal evaluation, price analysis, and SAP S/4HANA. Experience supporting both CONUS and OCONUS procurement activities is required.

Key Responsibilities

  • Develop subcontract specifications, statements of work, terms and conditions, and procurement documentation.
  • Prepare and issue RFQs/RFPs, bid packages, and solicitation documentation.
  • Conduct bidders' conferences and support supplier clarification activities.
  • Develop proposal evaluation criteria and analyze/evaluate supplier proposals.
  • Perform price analysis and evaluate supplier pricing, payment terms, and commercial conditions.
  • Negotiate subcontract provisions, pricing, terms and conditions, and other supplier agreements.
  • Select or recommend subcontractors based on technical, commercial, cost, schedule, and contractual requirements.
  • Prepare subcontract packages and award documentation for internal review and approval.
  • Administer resulting subcontracts throughout the period of performance.
  • Negotiate and coordinate subcontract modifications, including additions, deletions, changes, and amendments.
  • Review engineering drawings, specifications, and technical requirements as they relate to procurement activities.
  • Prepare and manage NDAs and other supplier documentation.
  • Coordinate with Contracts Administration, Purchasing, Engineering, Program Management, Finance, and other cross-functional teams.
  • Support the development and implementation of subcontracting and purchasing policies and procedures.
  • Utilize SAP S/4HANA and/or SAP procurement systems to support purchasing and subcontract administration activities.
  • Ensure procurement activities comply with applicable government contracting requirements, including FAR and DFARS.
  • Support both CONUS and OCONUS procurement activities.
  • Execute supplier agreements and purchase orders within established delegated authority.

Required Qualifications

  • U.S. Citizenship required.
  • Minimum 3 years of experience in government procurement, purchasing, subcontracting, or a closely related field.
  • Government procurement experience.
  • Experience working with FAR and DFARS requirements.
  • Experience with SAP S/4HANA, SAP, or similar procurement systems.
  • Experience supporting procurement within a prime contractor environment.
  • Strong subcontract and supplier negotiation experience.
  • Experience developing and interpreting subcontract terms and conditions.
  • Knowledge of price analysis techniques.
  • Experience with RFQs/RFPs and competitive bidding processes.
  • Ability to work with engineering drawings and technical procurement requirements.
  • Experience with NDAs and supplier agreements.
  • Knowledge of commercial and government payment terms.
  • Minimum 1 year of CONUS and OCONUS procurement experience.
  • Strong written and verbal communication skills.
  • Ability to work independently in a fully remote environment.

Work Environment

This is a 100% remote position. Candidates must be comfortable working within CST, MST, or PST business hours and collaborating virtually with cross-functional teams, suppliers, and government/prime-contract stakeholders.
